HIVQUAL-US offers a simple systematic strategy for building capacity to improve the quality of HIV care. Using a performance measurement strategy based on a sampling methodology, HIVQUAL facilitates the process of data collection and reporting to improve quality.
HIVQUAL-US began in New York State as an endeavor sponsored by the New York State Department of Health AIDS Institute and the HIV/AIDS Bureau of the US Health Resources and Services Administration (HRSA), HIV/AIDS Bureau (HAB). In 1995 the AIDS Institute implemented a pilot project with six Pennsylvania grantees to determine the feasibility of using the New York State quality improvement capacity-building model in Part C programs nationally. Building on the success, HIVQUAL has now expanded to over 200 sites in the US and launched an international program in 2003.
